A.H.P. in the northeast corner of Louisiana in East Carroll Parish .
TERMINAL
The Port is a shallow draft port with a Corps of Engineers maintained channel
depth of 9 feet situated on 284 acres with 25 acres of flood free hydraulic
fill. There are four berths:
- General Cargo Dock, 50 X 250 feet with 8" pipeline
- General Cargo Ramp, 30 X 360 feet with 8" pipeline
- Grain Dock
- Dry Fertilizer Dock
WATER & LAND ACCESS
WATER
A channel 8,200 feet long, 150 feet wide and maintained by the COE at 9 feet
depth with a 400 X 800 feet turning radius provides access to the river. In the
last seven years the channel depth has been less than 12 feet for 44 days in
September and October of 1991.
RAIL
The Port has a total of 6,600 feet of track on 4 tracks with the longest
continuous track of 4,350 feet. Delta Southern Railway Company of Tallulah
provides rail service.
HIGHWAY
Access to U.S. 65, a major north-south highway, is provided by a 1/3 mile
blacktop port road. I-20 is located 30 miles south at Tallulah, LA. LA-2 lies
8.5 miles north of the port providing a direct east-west connection to Bastrop,
50 miles to the west. LA-134 lies 5 miles west of the port and provides access
to Monroe via I-20, 70 miles to the southwest. Greenville, MS, is 50 miles to
the north and Vicksburg, MS, is 50 miles to the south.
Distances to major regional cities are:
- Baton Rouge: 180 miles
- Birmingham: 330 miles
- Dallas: 360 miles
- Jackson: 90 miles
- Memphis: 180 miles
- New Orleans: 266 miles
- Shreveport: 180 miles
VESSELS
General cargo service is provided by open and covered hopper barges typically
35 X 195 feet with 9 feet draft and carrying 1,500 tons. Liquid fertilizer
barges are usually 50 X 290 feet with 9 feet draft and carrying 3,000 tons.
Approximately 234 barges are served in an average year.
DOCKING
The water depth is normally 12 feet plus, with 44 days in the last seven
years having less than 12 feet draft in September and October, 1991. Cargo
service is provided by the following transfer units:
- General Cargo Dock: 50 X 250 with 8" pipeline, 1 Berth
- General Cargo Ramp: 30 X 360 with 8" pipeline, 1 Berth
- Grain Leg: 30" X 500, 1 Berth
- Dry Fertilizer Leg: 24" X 300, 1 Berth
The general cargo dock and ramp have a 75 ton crawler crane with a 4 cubic
yard clamshell bucket for loading and unloading. The dock has a conveyor belt,
36" X 690 feet, with radial stacker connection to a 72,000 square feet
concrete storage pad. Rail tracks extend to the end of the dock for direct river
to rail service. In addition an 8" liquid fertilizer pipeline extends to
the end of the dock and ramp.
Eight to ten hours are needed to unload a barge at the dock or ramp. It takes
approximately 5 minutes to load a truck from the storage pad and 15-20 minutes
to load a rail car. Annual river throughput averages 350,000 tons with total
annual throughput of 530,000 tons.
STORAGE YARD/WAREHOUSES
Adjacent to the dock, connected by a radial stacker, is a 72,000 square feet
concrete storage pad. Three acres of flood free auxiliary area are nearby. Three
acres of flood prone land lies adjacent to the fertilizer warehouse and is used
to store lime and rock. Another 3 acres of flood prone land lies 1/4 mile south
of the dock and is used to store rock.
Terral RiverService operates a 45,000 sf segmented warehouse for fertilizer
storage. The port owns the following general cargo warehouses:
- 2 - 20,000 square feet warehouses
- 1 - 4,800 square feet warehouse
The two 20,000 sf warehouses have aprons to the rail tracks with a total of 4
truck bays. The 4,800 sf warehouse has 3 truck bays and is adjacent to the
tracks. The port also has a 21,000 sf Muskogee warehouse with hydraulic truck
dumper for cottonseed storage with rail and truck access.
LAND, EGRESS, TERMINAL EXPANSION & IMPEDIMENTS
Construction will begin soon on a new 21,000 sf Muskogee warehouse with
expected completion August 31, 1996, for additional cottonseed storage. A Bulk
Fertilizer and Landfill project for Terral RiverService is still in the design
phase with expected completion date of summer, 1997.
There is a ring levee for 17 acres ready for hydraulic fill whenever the COE
dredges the harbor. The date for this fill is uncertain.
The primary impediment to future growth of the port is the availability of
flood free land. Past and current inquiries suggest that any flood free land
would be quickly utilized.
