The Ports Association of Louisiana (PAL)
has released a report entitled
2007-2011 Five-Year Capital Improvement Plan, which
addresses the needs and planned future capital improvements for
Louisiana’s ports. This report provides a solid framework for
future capital investment.
PAL commissioned this study in an effort to
develop an independent, comprehensive and objective view of the
historical sources of funding for ports and the immediate and
anticipated future capital improvement needs which will be
required by Louisiana’s ports over the next 5-year period. In
addition to addressing capital needs, the report also reviews the
competitiveness of Louisiana ports with neighboring U.S. Gulf
states, and provides a projection of future capital improvements
for Louisiana’s ports.
The results of the study indicate that for
Louisiana ports to remain competitive over the next five years,
they will need to construct 104 projects with a combined cost of
$849 million. Historically, ports have funded maritime projects
from numerous state, local, and federal funding sources with the
majority of the funding provided by the ports themselves. However,
to meet the funding needs identified in the study, the ports will
have to seek and secure $73 million annually in additional funds
based on the past level of contribution from historical funding
sources.
The Ports Association of Louisiana represents 31
ports located throughout the state. PAL considers this study to be
the first step in developing a strategic plan for the ports of
Louisiana. At the present time PAL is making a major effort to
bring together the Louisiana Department of Transportation and
Development, the Louisiana Department of Economic Development, and
the U.S. Department of Commerce, Economic Development
Administration to assist in funding this strategic plan.
