INCOTERMS are:

Shorthand definitions of the respective responsibilities of sellers and buyers in international sales contracts. Examples are:

FOB ( ... named port of shipment), and

CIF (...named port of destination).

INCOTERMS 2000 are:

The official ICC rules for the interpretation of trade terms that must be explicitly incorporated into international sales contracts starting
on January 1, 2000.

WHY THE ICC?

The ICC is not a government, but the world business organization, representing thousands of companies in over 130 countries, possessing unrivaled authority in making rules that govern the conduct of business across borders.
