What is Drawback?

Drawback is the full or partial refund of a Customs duty, fee, or Internal Revenue tax which was imposed on imported merchandise under federal law. Drawback was initially authorized by the first Tariff Act of the United States in 1789. The rationale for drawback is to encourage American commerce and manufacturing. It permits the American manufacturer to export and compete in foreign markets without the handicap of including in its costs the duty paid on imported merchandise.

Did you know...?

  • In FY 1997, Customs collected $20 billion in duty, but only $600 million was claimed in drawback for that year.
  • Many exported items have foreign components potentially eligible for drawback.
  • New Orleans is one of only 8 Customs offices that process drawback claims.
  • The Customs Modernization Act of 1994 made significant changes to the drawback laws.
  • In 1998, the Customs Regulations were totally rewritten to implement those changes.

About Glenn Seale

Glenn Seale has over 30 years of federal service. He has been Chief of the Drawback Branch in New Orleans since 1987. In 1995 he also became the national Program Manager for Vessel Repair. Prior to that he held positions as a Liquidator and Inspector. Before joining Customs, he served in the Navy from 1967 to 1971. Mr. Seale received a degree in Business Administration from the University of New Orleans in 1980.
