SWEDISH TRADE MISSION TO VISIT LAFAYETTE AND NEW ORLEANS

On December 7 and 8 from 9:00 a.m. to 4:30 p.m., 15 visiting companies from Sweden will be introducing their state-of-the-art products and technologies in Lafayette and New Orleans. The location in Lafayette on the 7th is the Lafayette Economic Development Authority (LEDA) and in New Orleans on the 8th at the World Trade Center.

The common business objective for the 15 Swedish companies in Louisiana is hurricane-related revitalization efforts and preventive measures. The areas represented among the companies include technology for flood control; water purification; sanitary controls; mold remediation; drying out procedures; color removal; construction techniques; emergency services; demolition; flood barriers for commercial buildings; purification of sludge, soil and gravel; biological toilet systems; light concrete; floor dry systems; construction of homes with steel elements; and prefabricated light-weight concrete framing joists.

The companies have an array of interests including partnering with Louisiana companies; establishing a U.S. subsidiary; marketing their products through a distributor in the state; and having Louisiana companies manufacture their products. Louisiana businessmen and women who wish to pursue such opportunities with the Swedish companies, hear their presentations, and have in one-on-one meetings with their representatives at no charge should plan to attend.

The trade mission is being sponsored by the Swedish Inventors Association in conjunction with the Swedish-American Chamber of Commerce/South Central United States. Louisiana Economic Development, Le Centre International de Lafayette, and the World Trade Center are the Louisiana host organizations.

EXPORT-IMPORT WORKSHOPS IN THREE MORE CITIES

The World Trade Center and its partner organizations throughout the state will be holding three more one-day workshops on the "ABCs of Export-Import Business" in Louisiana in December and January. Covering the basics of exporting and importing, the program is designed for small and medium-sized companies that are interested in participating in the global marketplace.

Many companies are finding after Katrina and Rita that they want to rebuild or expand the market base for their goods and services by looking abroad to increase sales, while other firms are interested in sourcing internationally for such products as construction materials. The main topics to be discussed at the workshops are: export marketing and sourcing of imports; logistics and documentation; legal considerations; methods of payment and trade finance; and available resources in Louisiana to assist companies.

The upcoming ABCs workshops will be held in Shreveport (December 6), Alexandria (December 7) and Monroe (January 19). Workshops were held in November in Lafayette and New Orleans.

The speakers include: Eugene Schreiber of the World Trade Center; Ruperto Chavarri, International Trade Center/SBDC; Larry Collins of Louisiana Economic Development; Pat Holt of the Shreveport Export Assistance Center, and Billy App with the International Freight Forwarders and Customs Brokers Association. Other speakers will be a commercial banker and representatives of several other agencies and organizations. At the conclusion of the program at 4:00 p.m. the speakers will be available for individual consultations with the participants.

LAFAYETTE AND NEW ORLEANS TRADE FINANCE SEMINARS

Le Centre International and the World Trade Center are sponsoring an interactive one-day seminar in Lafayette on December 8 and New Orleans on December 9 on "The Secrets of Successful Trade Financing," providing valuable tools, techniques, and practical knowledge for export financing. Attendees will gain a clear understanding of how to use financing tools such as letters of credit and government resources; offer competitive terms and yet receive payment upon shipment; protect balance sheets from the risks of international trade; and identify creditworthy prospects. PREVENTING TRAFFIC IN COUNTERFEIT GOODS

The Strategy Targeting Organized Piracy (STOP!) is a comprehensive U.S. Department of Commerce initiative designed to smash the criminal networks that traffic in fakes, stop trade in pirated and counterfeit goods at America's borders, block bogus goods around the world, and help small businesses secure and enforce their rights in overseas markets. LATIN AMERICAN FORUM TO BE HELD IN NEW ORLEANS

As a further step in New Orleans' economic recovery, Norman Anderson, the President and CEO of CG/LA Infrastructure LLC based in Washington, D.C., announced on November 11 at the World Trade Center that CG/LA's Fourth Annual Latin American Leadership Forum will be held on March 28-29, 2006 in New Orleans. The international event, which was previously held each year in Washington, is expected to bring 500-600 executives to the city for the two-plus days of meetings that will focus on the Top 40 infrastructure projects in Latin America.

"This action demonstrates our support of New Orleans in its recovery efforts and signals to the international business community the return of the city and its ports, which are vitally important to the entire Western Hemisphere," said Mr. Anderson. "This is a tremendous opportunity to support and showcase New Orleans. I believe that the world-class industries that Louisiana offers to Latin America in inter-modal transportation and logistics, shipbuilding, oil and gas, agribusiness, and other sectors is a comeback story that needs to be highlighted."

Among those welcoming Mr. Anderson to New Orleans and applauding his announcement were Lt. Governor Mitch Landrieu, Louisiana Secretary of Economic Development Michael Olivier, Port of New Orleans President Gary LaGrange, Consul General of Costa Rica and Dean of the Consular Corps Gonzalo Calderon, and World Trade Center President Charles Nelson on behalf of the 2,000 corporate and individual members of the WTC.

The CG/LA announcement was the second major international event for New Orleans to be announced at the WTC recently. On October 13 the World Trade Centers Association, comprised of 278 WTCs in 78 countries, announced that it has decided to hold its 2007 Annual General Assembly in New Orleans to demonstrate its confidence and support of all WTCs in restoring their longstanding trading ties with New Orleans.

 

EXPORTERS LOOK TO CHINA FOR MORE TRADE

The U.S. Department of Commerce/U.S. Commercial Service recently released data citing Louisiana small and medium-sized enterprises (SMEs) exporting to China increased by 147 percent from 1999 to 2002, growing from 59 companies to 146. The number of SMEs nationwide exporting to China increased 354 percent from 1992-2002, making China the fastest-growing export destination in the world for American business. SMEs comprise 87 percent of the 16,434 U.S. exporters selling to that country.

Ninety-five percent of the world's consumers live outside of the United States, and more Louisiana companies are looking to increase their bottom line by exporting and making new sales to China. In 2004, Louisiana exports to China amounted to nearly $2.2 billion. China is the state's second largest export market. Top Louisiana exports to China include crop production; chemical, machinery, and primary metal manufactures; and waste and scrap.

Louisiana companies with a marketing presence in Shanghai or Beijing can expand their distribution networks to additional cities under the recently announced American Trading Centers Initiative. Under this program, American companies have exclusive access to a network of 14 regional offices in China, operated by the U.S. Commercial Service and the china Council for the Promotion of International Trade. Services include providing the latest in market intelligence, scheduling individual appointments with potential agents and distributors, organizing translation services, hotel rooms, and local transportation. U.S. CATALOG SHOW AT ARAB HEALTH 2006

Arab Health is the leading international health care industry show in the Middle East region. This year's event will be held at the Dubai World Trade Center in the United Arab Emirates on January 22-25, 2006. The show draws attendees from the Middle East, North Africa, Europe, and India. Last year's attendance totalled 1,737 exhibitors from 63 countries and 28,473 visitors, including high quality industry professionals. The U.S. Department of Commerce will feature an American Product Literature Center (catalog show) at Arab Health for only $500 to U.S. companies. LOUISIANA ATTORNEY TO ATTEND WTO CONFERENCE

Edward T. Hayes, an attorney with Saporito Law Firm in New Orleans, has been credentialed to attend the World Trade Organization's 6th Ministerial Conference in Hong Kong, China from December 13 -18. Mr. Hayes will be attending all non-governmental organization meetings and briefings and will have access to negotiators from the 148 member countries constituting the World Trade Organization. This is a landmark Ministerial Conference as world trade leaders work to conclude the Doha Round of trade negotiations. U.S. PAVILION AT SECURITY EQUIPMENT SHOW IN JORDAN

The U.S. Department of Commerce has granted Trade Fair Certification to Marketing International Corporation to organize the official U.S. Pavilion at SOFEX 2006 (6th International Special Operations Forces Exhibition and Conference). The show will be held on March 27-30 at King Abdullah Airbase, Amman, Jordan, with site security provided by the Jordanian military. Over 420 exhibitors from 15 countries are expected to participate. The event is not open to the public; however, over 10,000 military and business visitors from 23 countries, 15 foreign military delegations with over 200 government/military VIP officials, and hundreds of journalists and media personnel are expected to attend. The U.S. Commerce Trade Fair Certification Program is a cooperative arrangement between private sector show organizers and the U.S. Government to broaden the base of U.S. exporters by introducing them to key trade fairs.

 

LIBYA COMMERCIAL GUIDE

On September 20, President Bush terminated the 1986-declared state of emergency against Libya and revoked related Executive Orders. This action removed most economic sanctions against Libya. Trade between the U.S. and Libya, including the import/export of goods or services, is now permitted, though some commercial transactions remain subject to U.S. Department of Commerce export controls. AGRIBUSINESS INTERNATIONAL TRADE OPPORTUNITIES

In an effort to assist U.S. firms in the agribusiness industry to increase their export sales, the Agribusiness Team (consisting of the U.S. Commercial Service, Foreign Agricultural Service, State Regional Trade Groups, and various State Departments of Agriculture) has created the on-line "Agribusiness e-Market Express." CHINA INTELLECTUAL PROPERTY RIGHTS ADVISORY PROGRAM

The U.S. Department of Commerce, in cooperation with the American Bar Association, the National Association of Manufacturers, and the American Chamber of Commerce in China, has established a new China Intellectual Property Rights Advisory Program. Through this program, American small and medium-sized enterprises (SMEs) can request a free, one-hour consultation with a volunteer attorney experienced in both IPR issues and the Chine market to learn how to protect and enforce intellectual property rights (IPR), such as trademarks, patents or copyrights, in China. The SME China IPR Advisory Program seeks to:
  • Help American businesses understand the steps they must take to develop an intellectual property protection strategy for the Chinese market;
     
  • Help U.S. companies facing China-related IPR disputes pursue resolution of their problems; and
     
  • Reinforce the message that it is essential for U.S. companies to take action to protect and enforce their IPR in accordance with China's civil, administrative, and criminal laws, and that failing to act can have devastating consequences for future business.

PROTECTING YOUR INTELLECTUAL PROPERTY RIGHTS IN KOREA

U.S. companies wishing to sell their products or services in Korea should first and foremost register their intellectual property rights (copyrights, trademarks or patents) in Korea. The best way to enforce a right-holder's claims is to have their intellectual property recognized by the Korean government. Protection of intellectual property and the laws governing enforcement of these protections exist but are not necessarily extra-territorial. What is understood and practiced in the United States is not always practiced in Korea. When registering a copyright, trademark, or patent, U.S. companies should maintain control of their intellectual property even if they request their Korean agent to do the processing. This control is particularly important should the relationship dissolve. In previous cases where the Korean agent maintained control of the intellectual property, long, costly legal battles have ensued in order for the U.S. company to regain their trademark. TRADE SHOW OPPORTUNITIES FOR LOUISIANA COMPANIES

Environmental Industry Show in Europe: The U.S. Commercial Service invites Louisiana companies to participate in the U.S. Pavilion of TAU International, Italy's premier environmental show, scheduled on January 24-27, 2006 in Milan. The Italian market for environmental technologies and solutions is projected to reach $5 billion in 2005 and to grow by four to six percent over the next few years. Italy relies heavily on environmental imports, and excellent opportunities exist for American companies offering innovative technologies and products. In its last edition, TAU featured 300 exhibitors and 22,000 visitors.

The Global Petroleum Show June 13-15, 2006 in Calgary is Canada's largest oil and gas industry event attracting 50,000 visitors from 85 countries. The U.S. Commercial Service is organizing a USA Business Center right in the heart of the show. Canada is the world's third largest producer of natural gas and the seventh largest producer of crude oil. Undeveloped energy resources include major crude oil and natural gas deposits in offshore areas in the north, gas reserves in the Yukon and Northwest Territories, and massive reserves of oil sands in Alberta.

MEXICAN AIRPORT TRADE PROMOTION

The Commercial Service in Mexico would like to introduce U.S. companies' products to the procurement officers of airport groups in Mexico. U.S. companies will have the assurance of having their literature and contact information organized into a select directory of U.S. suppliers, which will be delivered directly to the head procurement officer in each airport group.

There are 67 airport terminals throughout Mexico, of which 45 serve international flights and 22 serve only domestic flights. This airport network is operated by five different groups, two official and three private:

1. Aeropuerto Internacional de la Ciudad de Mexico (AICM) Mexico City.
2. Aeropuertos y Servicios Auxiliares (ASA) Mexico City.
3. Servicios Aeroportuarios del Centro-Norte (SACN/OMA) Monterrey, Neuvo Leon.
4. Grupo Aeroportuario del Pacifico (GAP) Guadalajara, Jalisco.
5. Grupo Aeroportuario del Sureste (ASUR) Mexico City.

These groups are in the process of building or renovating a number of significant airport projects. The ongoing projects are: Remodeling, Building (main terminals and air strips), Relocation and Upgrading. the Airports requirements include: Electronic integrators, Printed Circuits, Parts of Engines, Electric Capacitors, Lamps and Airfield Lighting, Radar Apparatus and Navigation Systems, Baggage and Cargo Lifting and Handling Systems, Conveyors and Equipment, Air-conditioning, Control, Regulation and Energy Conversion, Airport Security Sound and Camera Systems, Cargo Loaders, Fork Lifters, Work Trucks and Self-Propelled Passenger Carriers, Aircraft Launch Gear, Management Consulting Services, Engineering and Architectural Services, Construction, Remodeling and Business Solutions Services, Planning and Design Services.

ADDITIONAL FUNDS FOR MAP BRANDED PROGRAM

The Southern U.S. Trade Association (SUSTA) has received additional funding from the USDA's Foreign Agricultural Service (FAS) for the MAP Branded program year 2005-2006. Therefore, SUSTA's online MAP Branded application will remain open until the additional funding has been allocated. U.S. companies that plan to promote a brand-name product in overseas markets between now and September 30, 2006 can apply to receive reimbursement for 50% of their eligible marketing expenses, including advertisements, exhibiting at international tradeshows, in-store promotions, label translation and printing, and more. U.S. COMMERCIAL SERVICE OFFICE OPENS IN DAKAR

A new U.S. commercial Service office opened recently in Dakar, Senegal. The site includes a Senior Commercial Officer and two Commercial Service Specialists who will help U.S. and West African firms forge new partnerships through business counsel, market research, help in identifying qualified suppliers and assistance in promoting U.S. products and services in West Africa. LOUISIANA TRADE DIRECTORY AND RIVER GUIDE

The 2005 edition of the Louisiana International Trade Directory, containing over 1,800 updated listings of Louisiana exporters, importers, trade-related services, and international trade organizations, is still available from the World Trade Center. The hard-copy Directory costs $40 and the CD-Rom costs $100. Also available is the 2002-2003 Guide to the Mississippi River and Mississippi River Gulf Outlet, an overview of the Lower Mississippi River port complex, from the Gulf of Mexico to the head of deep-draft navigation in the Port of Baton Rouge. The guide, which costs $25, features 22 detailed color maps depicting facilities, anchorages, barge fleets, plus 9 new maps of the Mississippi River Gulf Outlet. MEXICO ANNOUNCES PROCUREMENT AMENDMENT

An important amendment (the "Amendment") to Mexico's government procurement statutes, the Law of Public Works and Related Services (the "Public Works Law") and the Law of Acquisitions, Leases and Services of Public Sector ("the Acquisition Law") was published in the Mexican Federal Register. This Amendment will bring some important changes to the way bids and other public contracting processes are currently implemented by Pemex, CFE and all other public agencies and instrumentalities, and therefore may impact the manner in which your company conducts business with such entities and agencies in Mexico. This Amendment became effective on July 9, 2005, and so it will be important that your company and the people involved in bidding in Mexico get acquainted with its terms in order to adjust any internal practices for preparation of tenders to bids.
