| Raymond Fan, Director of the Hong Kong Economic and Trade
Office in New York, will conduct a breakfast briefing on "Doing
Business in Hong Kong" at the World Trade Center of New Orleans on
Thursday, June 3. A continental breakfast will be served in the WTCs
Plimsoll Club at 8:00 a.m., with Mr. Fan making his presentation from
8:30 a.m. to 9:30 a.m.
Mr. Fan will discuss Hong Kong in the context of the Asian economic
recovery, using Hong Kong as an entry point to China and Southeast Asia,
and best prospects for trade and investment with Hong Kong.
Hong Kong is a major business hub for East Asia and a popular
destination for foreign direct investment, regional office headquarters,
and cargo transshipments. It offers an exceptionally liberal and

| World Trade Center President Patricia Denechaud has
announced an important new WTC luncheon series commencing this month on
"Women in the Global Marketplace." The series features
prominent executives speaking on the special role, challenges, and
opportunities for women engaged in international business.
The first speaker in the series will be Carroll W. Suggs, Chairman of
the Board, President and CEO of Petroleum Helicopters Inc., who will
address the topic "Dealing With Change in Business" at a
luncheon in the Plimsoll Club on Wednesday, June 9.
Petroleum Helicopters is the worlds largest commercial helicopter
operator. With a fleet of 300 aircraft, PHI offers services to the
offshore oil and gas, onshore mining, international, aeromedical, and
technical services industries. In total, the company has over 2,000
full-time employees working at 45 U.S. and 11 foreign bases. The company
has assets of approximately $238 million. In fiscal year 1999, PHIs
total revenues will exceed $250 million.

The U.S. Department of Commerce and other Washington
agencies will conduct a comprehensive workshop at the World Trade Center
in New Orleans on Friday, June 11 on the subject of "Rebuilding
Central Americas Economies - U.S. Programs in Support of
Reconstruction and Development." For details about the workshop and

The workshop will be held at the WTCs Plimsoll Club from 8:30 a.m.
until 3:00 p.m. Included in the registration fee of $65 per person is a
continental breakfast, lunch, all workshop sessions and handout
materials, and one-on-one meetings with the speakers in the afternoon.
Two panel presentations will be held in the morning. One panel on
U.S. Policies and Objectives in Central America will be conducted by
officials of the U.S. Department of State, the Agency for International
Development, and the U.S. Department of Commerce.
A second morning panel will focus on Government Programs to Support
U.S. Business. The speakers will be from the Overseas Private Investment
Corporation (OPIC), the U.S. Export-Import Bank, the U.S. Small Business
Administration, the New Orleans U.S. Export Assistance Center, and the
Inter-American Development Bank. In addition, an update will be provided
on the plans for New Orleans to host the annual meeting of the
Inter-American Development Bank in March 2000.
The two luncheon speakers at the workshop will be senior officials
from the governments of Honduras and Nicaragua.
Reconstruction needs in Central America in the aftermath of Hurricane
Mitch are estimated at over $8 billion. The international community has
committed over $7 billion in financing to support these needs. The
Central American governments discussed international funding for
regional reconstruction during a May 25-28 Consultative Group meeting in
Stockholm.
The Consultative Group was established last December as a forum to
coordinate the international communitys support of Central America.
At the meeting in Stockholm, the Central American governments discussed
with the international donor community, including the U.S. Government,
their master plans for post-Hurricane Mitch reconstruction.
The June 11 workshop in New Orleans presents an opportunity for
Louisiana companies to learn about these key discussions on
reconstruction efforts. The U.S. business community will play an
important role in the reconstruction and development of Central America.
The U.S. is Central Americas most important trading partner and its
largest foreign investor. In 1998, U.S. trade with Central America
totaled $17.5 billion, more than tripling since 1990.
Significant commercial opportunities exist for Louisiana companies
operating in general infrastructure (roads and bridges; power generation
and distribution; urban construction; environment; water; tourism; tele-communications;
port expansion/management; emergency preparedness equipment), finance,
light manufacturing, and agribusiness.
The U.S. Governments response to Hurricane Mitch has been a
multi-agency effort. To date, the United States has provided more than
$300 million in immediate humanitarian relief aid for food, medicine,
emergency shelter, and agricultural assistance. In addition, Congress
recently approved and the President signed legislation authorizing $1
billion more to address the longer-term relief and rehabilitation needs
in Central America.

| H.E. Jaime Daremblum, the Ambassador of Costa Rica to the
U.S., will speak on "Doing Business in Costa Rica" at a
special luncheon program to be held at the World Trade Centers
Plimsoll Club on Friday, June 25.
Prior to assuming his current post, Ambassador Daremblum practiced
law and was a professor of international politics and economics at the
University of Costa Rica and the Autonomous University of Central
America. He also has served since 1975 as a professor and senior
research fellow at the Center for Political and Administrative Research
(CIAPA), affiliated with Tulane University.
Ambassador Daremblum earned his law degree with honors in 1963 from
the University of Costa Rica and holds two M.A. degrees and a Ph.D. from
the Fletcher School of Law and Diplomacy in Medford, Massachusetts.

| The World Trade Center, the International Program for
Port Planning and Management (IPPPM), and other organizations are
sponsoring a luncheon briefing on Friday, June 4 at the WTCs Plimsoll
Club in New Orleans on "The Panama Canal - Into the New
Millennium" featuring Rodolfo R. Sabonge, Director of Corporate
Planning and Marketing for the Panama Canal Commission.
The luncheon briefing is part of the 15th Annual International
Program for Port Planning and Management (IPPPM), which is conducted at
the World Trade Center by the University of New Orleans College of
Urban Studies. This two-week intensive training program fosters closer
ties between the U.S. and other countries, facilitates international
trade between Louisiana and world ports, increases maritime expertise
around the world, and builds a network of international problem-solvers.
Over the past 14 years, 436 participants from 95 countries have
graduated from IPPPM.
Rodolfo R. Sabonge is a graduate of the 1997 IPPPM class and was
recently appointed Director of Corporate Planning and Marketing of the
Panama Canal Commission. He previously served as Marketing Manager,
responsible for market and economic research, competitive intelligence,
and customer relations. Mr. Sabonge has worked with the Canal
organization since 1986, holding several key management positions in
various divisions of the agency.
Mr. Sabonge has a mechanical engineering degree from the University
of Notre Dame, did post-graduate studies in business administration at
the University of Miami in Florida, and obtained a Masters degree in
maritime development from the School of Law at the University of Panama.

| The Louisiana International Trade Center (LITC) Small
Business Development Center (SBDC) of the University of New Orleans will
offer the seminar "Global Trade on the Internet" on Tuesday,
June 8 from 4:00 p.m. to 8:30 p.m. at the World Trade Center of New
Orleans (18th floor).
The agenda for the seminar will cover International Trade Information
on the Internet (Web Page Information for International Companies),
Advantages and Disadvantages of the Global Trade on the Internet, Legal
and Tax Aspects of Trade on the Internet, Gathering and Researching
Markets and Global Trade Leads, and WTCA On-Line. Also, some of the
Unique Aspects of Marketing on the Internet, Effective Ways of Using
Electronic Mail, Surfing the Internet and Narrowing Your Web Search,
Security on the Internet, and Creating an Effective Web Page.
This program will interest anyone involved or interested in any facet
of global trade. It will demonstrate how to access the rapidly expanding
universe of on-line information and expand your international business.
The course can help you get connected to the fast-paced world of on-line
business.

| The Foreign Relations Association (FRA) of New Orleans
will hold its annual dinner on June 4 at 6:00 p.m. at the Hotel
Inter-Continental. Professor Robert Jordan of the University of New
Orleans will speak on "Bosnia, Kosovo, and NATO." In addition
to the program, the FRA will elect members of the board for 1999-2000.
The Foreign Relations Association of New Orleans was established in
1944 by a group of New Orleanians who recognized the need for increased
public understanding of world affairs. The FRA is a nonprofit,

| H.E. Andre Erds, Ambassador of Hungary to the United
Nations, will speak at a luncheon program at the Plimsoll Club of the
World Trade Center on Monday, June 14. His topic is "NATO, Europe
and the UN."
Ambassador Erds is visiting New Orleans as part of the Business
Council for the United Nations national conference program. He has
served since 1997 as the Permanent Representative of Hungary to the U.N.
He also previously held the post from 1990 to 1994. In between these
U.N. assignments, Ambassador Erds was Deputy State Secretary for
Foreign Affairs in charge of multilateral questions. In that capacity,
he addressed matters relating to the United Nations, the Organization
for the Security and Cooperation in Europe (OSCE), and the North
Atlantic Treaty Organization (NATO).
The June 14 luncheon program is the first event sponsored by the new
Greater New Orleans Chapter of the United Nations Association, which was
established in April at an organizational meeting at the World Trade
Center.
The Greater New Orleans chapter joins 171 existing United Nations
Association chapters throughout the U.S. The purpose of the UNA-USA --
the nations largest foreign policy organization -- is to build
support for constructive U.S. leadership in a more effective United

| The World Trade Center, Bank One International
Corporation, and other organizations are sponsoring an all-day seminar
on Tuesday, June 15 at the WTC on "Understanding Letters of
Credit." The seminar will be conducted by Madeline Sprague, Vice
President and International Sales Specialist for Bank One International
Corporation.
This seminar will provide a working knowledge of letters of credit
(L/Cs), how they are used, and how to avoid problems, using samples and
case studies. While the focus is on international export L/Cs, Ms.
Sprague will briefly address domestic standby L/Cs. Attendees also will
receive tips and tools for managing the L/C process successfully and a
variety of reference materials and contacts to help you in future
transactions.

| TheGovernment of Ecuador has appointed Jose E. Cruz
as the new Consul General of Ecuador in New Orleans in charge of
consular activities in Louisiana and other southern states. He assumed
his post on May 17. Mr. Cruzs background includes activities in
industry and commerce, as well as over 25 years in advertising in
Ecuador. He attended high school and college in San Diego, California.
Mr. Cruz stated that the new President of Ecuador, Mr. Jamil Mahuad,
has expressed his administrations intention to stimulate expanded
commercial activities with the southern states.
During the next four years, the democratically-elected government
will begin the aggressive privatization of several areas of the economy,
including private investment opportunities in oil, gas, power,
communications and transportation, as well as possible joint ventures in
banking, mining, export and import products, and services.

| A traveling exposition entitled "Chateaux DIle de
France/Plantation Homes of Louisiana - Sieur dIberville 1699" is
on display through July 20 in the Kenner Rivertown Exhibition Hall. The
exposition was created by Pauline and Jaques Royal from their twinning
accords signed between the plantation homes of Louisiana and the castles
of Ile de France.
The exhibit emphasizes the historic and cultural ties between France
and America, and started traveling three years ago. It has been visited
by more than 125,000 persons and was nominated for the Grand Prix du
Tourisme in Paris.
The bilingual French-English exhibit displays over 150 framed units
of original photographs, drawings, maps, and other items and consists of
three parts:
- -14 twinning accords between French castles and plantation homes
of Louisiana.
- -Sieur dIberville, 1699. Discovery of the Mississippi River and
his first expedition.
- -Collection of French stamps about America, with a description of
each edition and the history of events or persons pertaining to each
stamp.
After Kenner, the exhibit will be presented at the Opelousas Museum
and Interpretive Center (August 5-September 25), and in Nachitoches
Old Courthouse Museum (October 1-December 31).

| Evangeline, The Musical will be in concert with the
Shreveport Symphony Orchestra. This spectacular theater event will
feature a full childrens choir, a 100-voice adult chorus, a 42-piece
orchestra, and a sparkling cast led by Ana Maria Andricain of Broadways
Beauty and the Beast and the current national tour of Evita.
Longfellows classic tale of the Acadian Peoples expulsion from
Nova Scotia and one womans lifelong search for her lost love comes
brilliantly alive in this new adaptation from Louisianas own Paul
Taranto and Jamie Wax. Their sweeping ballads, charming showtunes, and
hilarious patter songs are showcased in this special concert staging as
part of FrancoFte. This event will be on August 28 at 8:00 p.m. at the

| Mr. Patrick F. Taylor, CEO of Taylor Energy Company, will
be the keynote speaker on June 17 at a trade development dinner
presented by the American-Nicaraguan Chamber ofCommerce of New
Orleans. The dinner will be held at Salvatores Ristorante in Metairie
starting at 7:00 p.m.
Taylor Energy, celebrating its 20th anniversary, is wholly-owned by
Mr. Taylor. It is the only individually-owned, independent operator
drilling and producing oil exclusively in the federal waters offshore in
the Gulf of Mexico.
One of Mr. Taylors proudest accomplishments was the passage ten
years ago of the Taylor Plan, the state-paid college tuition program
popularly known today as TOPS, or the Tuition Opportunity Program for
Students. Under TOPS, Louisiana is the only state in the Union to
provide a tuition-free college education to high school graduates for
all incomes who achieve a 2.5 grade point average on a 16.5 unit core
curriculum and earn the state average (20) on the ACT.

initiatives in business and education and give an appraisal of the
American-Nicaraguan Chamber of Commerce plans and programs to develop

| The Japan Studies Program of the Louisiana State
University in Shreveport (LSUS) has been awarded a $25,000 grant from
the investment banking firm J.P. Morgan & Co., Inc. of New York on
behalf of the Freeman Foundation.
This is the third grant the Freeman Foundation has awarded the LSUS
Japan Studies Program. The foundation funds projects that promote mutual
understanding between the people of the United States and Asia. The new
grant of $25,000 reflects an increase over the two previous grants,
which were $15,000 each.
The LSUS Japan Studies Program is now the most advanced Japanese
program between Dallas and New Orleans. The Program was previously
awarded the only U.S. Department of Defense National Security Education
Program grant ever awarded in Louisiana, a Fulbright-Hays "Group
Projects Abroad" grant, and four grants from the Japan Foundation.
These national and international competitive grants have enabled LSUS
students to participate in study tours of Japan, receive scholarships to
study Japanese, have access to advanced courses, participate in cultural
events, and gain increased knowledge and skills needed to compete in the
global economy.
Locally, the expanding Caddo-Bossier Port offers potential
opportunities for export to Japan of products such as lumber/forest
products, agricultural products, and various types of manufactured
products. Japan is the major ecport customer of Louisianas port
system. Louisiana ports annually handle over $3 billion of American
products that are exported to Japan. Barksdale AFB personnel travel to
Japan regularly to visit several large U.S. air bases there.

| The Louisiana International Trade Center (LITC) Small
Business Development Center (SBDC) of the University of New Orleans, is
holding seminars on "How to Import/Export" June 22, 24 and 30
from 3:45 p.m. to 8:15 p.m. The seminars will be held at the World Trade
Center of New Orleans (18th Floor).
Topics to be presented at Seminar I are: Export/Import Strategies and
Market Research: The Export and Import Business, Keys to Export &
Import Success, Local and Foreign Assistance, Market Research Programs.
Seminar II topics include: Pricing, Terms, Quotations, and Customs Entry
Procedures: The Cultural Environment of International Business, Export
and Import Licenses, Preparing Products for Export and Import, Pricing
Strategies, Terms of Sale and Quotations, Custom Entry Procedures.
Seminar III topics include: International Banking, Methods of Payment,
SBA and Eximbank Financing Programs, Freight Forwarders and Custom
Brokers, Export and Import Documentation.
The registration fee for one seminar is $50 pre-payment, $60 at the
door, two or three seminars $100 pre-payment, $120 at the door. The fees
include course materials. Each participant receives a University of New
Orleans Certificate for successful completion of the program. Contact

| As the countries of the world become more interdependent,
the Robert Bosch Foundation offers an excellent opportunity to gain an
in-depth knowledge of a different political, economic, and cultural
environment. Each year, the Robert Bosch Foundation in Stuttgart,
Germany gives 20 young American professionals the chance to work in
full-time internships in Germany. During the nine-month program, Bosch
Foundation Fellows work in Germany in branches of the federal
government, the federal parliament, headquarters of private
corporations, and in other high-level internships relating to their
interests and professional experience.
The internships are supplemented by a variety of seminars in Berlin,
Paris, Brussels, and Poland with top-level elected officials, as well as
leading representatives from industry and academia. Candidates for the
Robert Bosch Foundation Fellowship Program are competitively chosen from
the fields of business administration, economics, journalism and mass
communication, law, political science, and public affairs. If needed,
German language training will be provided.
Since 1984, over 200 Americans have been provided with this unique
opportunity. Most of those selected to participate in this program are
very likely to become leaders in their professional fields in the future
and commit themselves to the long-term stabilization and growth of
German-American relations.

Volgograd, Chelyabinsk, and Yekaterinburg, Russia, have successfully
completed their five-year grant agreements with the U.S. Commerce
Department and were closed on April 30, 1999. U.S. companies seeking

Nine ABCs remain open in Russia and in neighboring former Soviet
