| A delegation of business people representing 25 companies
from the Walloon Region in Southern Belgium will visit Louisiana in
mid-April. Meetings will be held at the World Trade Center in New
Orleans on April 13.
The companies represented are in the following sectors: FM radio
equipment, beer manufacturing, recycling equipment and solvents, tour
operators, food services, and economic development.

These executives are part of a much larger contingent of visitors
from Belgium, including several government officials, who are coming to
visit 28 Louisiana sister-cities. Various special activities are being
planned for the Belgian guests, including an all-day street fair to be
held in Lafayette on Saturday, April 10. Called "A Taste of
Wallonia and Brussels," the fair will feature Belgian music, food,
and crafts from the greater Brussels area and the Walloon region.
Brussels, the capital of Belgium, is the site of many international
organizations, including NATO and the European Community. The Walloon
region is in the southern part of Belgium, with the City of Namur as its
hub. Lafayette and Namur have enjoyed a very active sister-city

Among the other special events planned are a Cajun festival and tour
of homes in Franklin; a gospel extravaganza at Shadows-on-the-Teche in

| As a follow-up to the enthusiastic response United
Nations Association (UNA-USA) staffer Kamyra Harding received during her
briefing at the World Trade Center on February 25, a meeting of
individuals interested in moving forward to establish a New Orleans
chapter will be held later this month. The meeting will be held at the
WTC in Suite 2900 on Thursday, March 18 at 5:30 p.m., followed by an
optional networking/social dinner in the Plimsoll Club for those who can

| Dr. Oscar Arias, former President of Costa Rica and
recipient of the 1987 Nobel Peace Prize for his role in bringing peace
to Central America, will give a series of presentations on Monday, March
15 in New Orleans. Dr. Arias is well-known as a spokesperson for the
Third World and promotes such issues as human development, democracy,
and demilitarization while traveling the globe spreading a message of
peace.
His New Orleans visit is sponsored by the University of New Orleans
College of Liberal Arts and the Latin American and Caribbean Studies
Council and includes a free lecture at 9:00 a.m. on March 15 in the
recital hall of the UNO Performing Arts Center. Dr. Arias topic is
"Development and Human Security in the New World Economy."
A luncheon will be held from 11:30 a.m. to 1:30 p.m. at Le Meridien
Hotel, during which Arias will discuss "Trade and Human Development
in the Americas: Trends for the Beginning of the Millennium." The
cost is $40 per person. A cocktail reception and dinner will be held in
the evening from 6:00 p.m. to 10:00 p.m., also at Le Meridien. The cost
of this event is $100 per person. Proceeds from Dr. Arias
presentations will fund scholarships in UNOs new Center for Latin
American Studies.
Dr. Arias, who earned a doctorate in political science from the
University of Essex in England, was President of Costa Rica during
1986-90. He received the Nobel Peace Prize in 1987 for devising the
accord that stopped the civil war between the Sandinistas and Contras
and brought peace to Central America.

| Two officials -- one from the U.S. Department of State,
the other from the Agency for International Development -- will be
speaking at a luncheon
program in the Plimsoll Club of the World Trade Center in New
Orleans on Friday, March 26 to discuss the rebuilding process in Central
America as a result of Hurricane Mitch. The names of the speakers will
be announced shortly. This program was initiated by the Department of
State as a follow-up to President Clintons upcoming visit to Central

| In association with Franco Fte, the 300th anniversary
of French influence in Louisiana, the New Orleans Museum of Art will
assemble most of the works that Edgar Degas created during his sojourn
in New Orleans in a remarkable exhibition: Degas and New Orleans: A

| New Orleans will be the first stop on a three-city tour
highlighting the numerous business opportunities for U.S. companies on
the development of Caspian Basin energy resources and their
transportation to international markets via a network of pipelines.
The April 30 event in New Orleans is a high-level briefing program to
be held at the Plimsoll Club of the World Trade Center that will focus
on the plans for regional infrastructure development as it relates to
the pipelines and ancillary projects. The briefings will be conducted by
the U.S. Ambassadors to Armenia, Azerbaijan, Georgia, Kazakhstan,
Turkmenistan, and Uzbekistan and their senior commercial officers. The
program in New Orleans also will allow the registrants time for
one-on-one meetings with these senior government officials.
The registrants also will receive a special project briefing book
compiled by the U.S. Trade and Development Agency (TDA) detailing the
opportunities in the Caspian region, including procurement needs, time
lines, and key contacts. TDA is the lead U.S. government agency in the
Ambassadors three-city tour. TDAwill continue to fund strategic
feasibility studies and technical assistance to provide U.S. expertise
to the governments of the Caspian region as they plan the development of
their vast energy resources.
Another government agency, the Overseas Private Investment
Corporation (OPIC), will offer eligible U.S. investors insurance
coverage and financing for construction, ownership and operation of oil
and gas pipelines, and other energy- and non-energy-related projects in
the region.
And finally, the U.S. Export-Import Bank will offer financing for the
exports of U.S. goods and services needed in the development of the oil
and gas pipelines, as well as for related infrastructure construction.

receive the 1999 C. Alvin Bertel Award at a luncheon in the Plimsoll
Club of the World Trade Center for his significant contributions to the
advancement of the Greater New Orleans port area. For reservations,

Capt. Delesdernier has been President of the Crescent River Port
Pilots Association for the past 16 years and is the current Chairman of
the Board of Commissioners of the Port of New Orleans. His professional,
business and civic life has been dedicated to the economic health and
vitality of the maritime industry in Louisiana. Capt. Delesdernier has
participated in numerous public/private efforts to enhance navigation
safety, attract new business and industry, and increase international
trade. He continues to serve as an advisor and consultant to
international, national, state and local boards and committees on
navigation safety.

| The World Trade Center of New Orleans is organizing a
Louisiana business mission to San Francisco for the Spring Assembly of
the World Trade Centers Association from April 26-29. This is an

| The Louisiana International Trade Center (LITC)-Small
Business Development Center (SBDC) of New Orleans will offer a seminar
on the fundamentals of "Global Trade on the Internet." The
seminar will be held on Tuesday, March 16 from 4:00 p.m.--8:30 p.m. at
the World Trade Center of New Orleans (18th floor).
The agenda for the seminar will cover: International Trade
Information on the Internet (Web Page Information for International
Companies), Advantages and Disadvantages of Global Trade on the
Internet, Legal and Tax Aspects of Trade on the Internet, Gathering and
Researching Markets and Global Trade Leads, WTCA On-Line, Some of the
Unique Aspects of Marketing on the Internet, Effective Ways of Using
Electronic Mail, Surfing the Internet and Narrowing Your Web Search,
Security on the Internet, and Creating an Effective Web Page.
This program should interest anyone involved or interested in any
facet of global trade. It will demonstrate how to access the rapidly
expanding universe of on-line information and expand your international
business. The course can help you get connected to the fast-paced world
of on-line business.
As the only SBDC in Louisiana that addresses international business,
the LITC-SBDC may well be able to provide the key to your companys
success in the era of cyber-business and the global marketplace.

Charles L. Bollinger, Jr. might not have been willing to sell eight
cranes worth over $3 million to PEMEX (Petroleos Mexicanos), Mexicos
state-owned oil company, unless his 32-employee Covington, Louisiana
firm could insure the receivables.
An Export-Import Bank of the U.S. (Ex-Im Bank) small business
insurance policy gave Bollingers oilfield service and sales company,
Gulf Crane Services, Inc., the protection it needed to grab the
opportunity, opening the door to the important Mexico market.
"This was a much larger PEMEX contract than any we had received
before, but we probably wouldnt have taken the risk without the Ex-Im
Bank insurance," Bollinger says. "It helps small businesses
expand in foreign markets without having to shoulder the total risk in
every way. In addition, I had to pay for the cranes up front. The Ex-Im
Bank insurance made it possible to get the financing for that."
An Ex-Im Bank-guaranteed $2 million working capital loan from Parish
National Bank in Covington financed Bollingers purchase of the eight
cranes from Monarch Sea King Marine Cranes in Houston.
Gulf Cranes insurance broker, J. Maxime Roy, Inc. in Lafayette,
Louisiana, an active Ex-Im Bank partner, helped pull the deal together
by introducing Parish National Bank to Ex-Im Banks Working Capital
Guarantee Program.
The PEMEX contract for eight cranes to be installed on offshore
platforms and accompanying services and parts is expected to create new
jobs at Monarch Sea King Marine Cranes, and is helping to sustain and
diversify jobs at Gulf Crane, located about 30 miles north of New
Orleans.
Bollinger also expects the deal to lead to follow-on business. Gulf
Crane provides crane installation, repair and maintenance services,
offshore inspection to make sure oil companies meet government and
private sector guidelines, and parts supply.
Gulf Crane is one of 95 Louisiana companies in 33 communities that
Ex-Im bank has helped to export $104 million in goods and services
during the last five years, sustaining an estimated 1,501 jobs. Nearly
60 percent of the transactions have been on behalf of small businesses.
Ex-Im Bank is an independent U.S. government agency that assists in
financing the export of U.S. goods and services to industrializing and
developing markets all over the world by providing loans, loan
guarantees, and export credit insurance. In fiscal year 1998, Ex-Im Bank
supported $13 billion of U.S. exports.

Festival in Berry, Australia, south of Sydney. Jim also will be acting

| The International Student Organization of the University
of New Orleans is proud to present its 1999 International Nite on
Friday, March 12. The event will contribute to increasing awareness of
diversity and cultural differences and similarities in the New Orleans
community. This will be achieved through cultural exhibitions, an
international buffet, and cultural performances.
The theme of this years International Nite is "Lets Get
Together." It will begin at 4:00 p.m. with a cultural exhibition,
with student prepared tables. At 6:00 p.m. the international buffet will
be open, which will include food from many countries. The buffet will be
followed by an entertainment program that will include performances from
all over the world.

| The World Trade Institute of Pace University is

| Two seminars on ways to maximize the benefits of a
Foreign Sales Corporation will be held in southern cities in March and
April. FSCs are available to lower taxes on profits derived from the
export of goods from the U.S. The first seminar will be held in Dallas,
Texas on March 22-23, and the second in Atlanta, Georgia on April 19-20.

and operate an FSC; the latest rules for determining eligible export
products; and how to start with a small FSC and later upgrade to a

| A nine-day intensive training program in a complete

| As a new initiative, the World Trade Center is now
videotaping its luncheon briefings and seminars, thereby providing a new
source of information in international issues affecting Louisiana. These
videotapes can be especially valuable to businessmen and women who are
unable to attend the actual presentations at the WTC. The videos are

The WTC is also working in cooperation with the New Orleans
Educational Telecommunications Consortium (NOETC) to broadcast its

| On May 17-19, the first Canada / U.S. Businesswomen's
Trade Summit will be held in Toronto. The event will be co-chaired by
U.S. Secretary of Commerce, William Daley, U.S. Small Business

U.S. FOOD SHOW in Montevideo, Uruguay April 9-18. The U.S. Food Show

MANUFACTURING TRADE DELEGATION to Mexico from June 13-18. The U.S.
Commercial Service and the National Association of Manufacturers are
organizing a "matchmaker" trade delegation to Monterrey,
Guadalajara, and Mexico City. This event will give manufacturing
companies a chance to use a structured and proven format to promote
their products in Mexico. Participating companies will receive: (1)
three days of pre-screened, targeted business meetings in all three
cities and interpreters at all stops; (2) a "Doing Business In
Mexico" briefing by the U.S. Commercial Service and business and
banking experts; (3) an orientation briefing and half-day visit to the
"Manufacturing Week Mexico" Trade Show; (4) two official
receptions (one sponsored by the U.S. Commercial Service and the other
by the National Manufacturers Association); and (5) full logistical
support throughout the event from the matchmaker staff. The cost for six
days of meetings, briefings, and hospitality is $2,000 per company.

| The New Orleans Technology Council is hosting a New
Orleans Internet Seminar Series 99. The seminar series is designed to

| Developing markets in Russia and the Newly Independent
States (NIS) offer significant potential rewards for American firms that
are expanding their marketing frontiers. To assist you in expanding your
export markets, the U.S. Commercial Service has developed American
Business Centers (ABCs) in 12 key cities throughout Russia and the NIS.
The ABCs offer the following services: business counseling; office and
conference room rental; market research; international phone/ fax/
e-mail; locating, screening, and assessing partners; secretarial
assistance; trade mission and event planning; interpretation and
translation services; and business appointment scheduling.
The offices are located in the following areas of Russia: Vladivostok,
St. Petersburg, Chelyabinsk, Yekaterinburg, Nizhni Novgorod, Volgograd,

| The U.S. Commercial Service in Singapore has just
launched a new web site at home.pacific.net.sg/~usfcs. This site
contains information on: key contacts in the Singapore government and
private sector trade associations, success stories of American companies
in Singapore, a list of market research and other reports, a list of
trade shows and exhibits, a weekly "Situation Report" on
Singapore, and links to other web sites in Singapore. Also, check out
the "SuccessASEAN" section of the website for examples of the
services offered to U.S. firms interested in entering the Southeast
Asian marketplace through Singapore.

| The State of Louisiana and the Federal Republic of
Germany have signed an agreement which permits their citizens to
mutually enjoy the rights and privileges in the use of a drivers
license in the territory of the other. Under this agreement, Louisiana
and Germany will allow a holder of a drivers license issued by the
other party to obtain a license without requiring the individual to take
a practical or written drivers test. When the holder of a valid
drivers license issued by the Federal Republic of Germany applies for
a Louisiana license, the individual will only have to show a valid
drivers license and take a visual acuity exam administered in the
Louisiana Motor Vehicle office. The agreement does not apply to the
issuance of a commercial drivers license. The Louisiana Department of
Public Safety and Corrections, Public Safety Services Division, was the
signatory for the Louisiana side and is the state agency responsible for
the administration of the agreement.

| The Louisiana Tax Free Shopping Program (LTFS) has had
one of the strongest years in its history in 1998, according to Ana
Cherenek, the Director of LTFS.
Tax Free Shopping data indicates that retail spending by
international visitors more than doubled from $18.4 million in 1990 to
$37.6 million in 1998. This is based on international visitors to
Louisiana from 111 countries who shopped at more than 1,100
participating stores. Each international visitor party spent an average
of $845 shopping in Louisiana. The countries leading in spending were:
Honduras, Mexico, Germany, Brazil, England, France, Costa Rica,
Venezuela, Guatemala, Japan, and Canada.
The economic impact for all business sectors affected by the LTFS
program in 1998 is estimated at $323.7 million, up $2.6 million over
1997. Some 6,600 jobs are supported by the program, with $19.5 million
in new taxes generated and $106.5 million in earnings for state
residents.
In a survey conducted by the University of New Orleans for the
Louisiana Office of Tourism, of the visitors from Louisianas major
international markets, over 61% were aware of the Louisiana Tax Free
Shopping Program prior to their arrival in Louisiana. Of those visitors
aware of the program, over 80% reported taking advantage of it.
Louisiana Tax Free Shopping allows international visitors to redeem
taxes on tangible items purchased at member stores statewide. Tax
redemptions are given on purchases, not services, and a cash refund can
be obtained at the New Orleans International Airport, the main branches
of Hibernia National Bank in Lafayette and in Shreveport, or by mail.

services globally via the Internet. E-Expo USA targets international
distributors, agents, and buyers, and allows virtual trade show
"attendees," (those browsing the web site for products and
services) to request information. Exhibitors receive trade leads via the
Internet before, during, and after each 365-day trade show. The virtual
booths include: company profile and log, catalog of up to five products,
hotlinks to company Websites and e-mail contacts, available translations
